I have cherry trees can I still plant them outside? I live in Dover Pa

If these trees were purchased in pots at a nursery or garden center, yes you can plant them out now. Be sure to keep them well watered after planting. Here are some tips for planting: http://www.inthegardenradio.com/v.php?pg=124.
If they are small seedlings, you should probably overwinter them in pots in a protected area like a garage or up against the house. You can insulate them from extreme cold with some oak leaves.
