When and how is the best time to transplant cedar trees? We live in Lancaster, Va.

Are you talking about Eastern Red Cedar (Juniperus virginiana) or one of the "true cedars" in the genus Cedrus? Either way, the best time to move them would be while they are dormant in early spring or in the late fall. Now would be a good time to do this as long as the ground isn't too wet.
